This product worked great for a war scenario in the campaign that I am running.Between this and the Human pack I was able to have figures for both armies that were better than any other alternatives that I could have used.The pack does contain 19 sheets of the same figures for each gender exactly like the product description says.You do have to cut them out and paste the bottom tabs together.No big deal if you are already used to working with paper craft terrain that you download and print yourself.
